Belarus: HTP considers first two applicants planning cryptobank operations

On 28 September 2026, Belarus Hi-Tech Park reported that its Supervisory Council had considered favourably the registration of the first two organisations planning to operate as cryptobanks. The announcement identifies a further step: entry in the National Bank’s cryptobank register, after which full operations may begin. It does not establish that this step has already been completed. HTP announcement, 28 September.

The legal framework originates in Decree No. 19 of 16 January 2026. The President of Belarus’s official portal explains that a cryptobank is a joint-stock company combining token activities with banking, payment and related financial operations. Market admission requires both HTP residency and inclusion in the National Bank’s register. Applicable requirements include legislation governing non-bank credit and financial institutions, together with decisions of the HTP Supervisory Council. Official explanation of Decree No. 19.

This overview was prepared on 19 October 2026 from the HTP announcement dated 28 September. It does not establish the register’s current membership.
