Russia: Bank of Russia proposes bank risk ratios for cryptocurrency exposures

On 18 September 2026, the Bank of Russia announced draft ratios limiting banks’ exposure to digital currencies and foreign digital instruments. The proposed N31 ratio applies to individual banks and N32 at consolidated level, with a ceiling of 1%.

The calculation would cover both direct investments and instruments whose payments depend on cryptocurrency prices. Reporting is planned from January 2027. The announcement concerns a draft: the effective date must be established from the final act and official publication. When assessing banks’ participation in digital markets, proposed supervisory requirements and rules already in force need to be distinguished.
